About LTR
The Leprosy and Tuberculosis Relief (LTR) Initiative Nigeria formerly NLR Nigeria is a non-governmental organization which has been working with Nigeria Government in promoting and supporting directly and indirectly the total eradication of Leprosy and Tuberculosis as well as their consequences in Nigeria.
LTR, through The Institute of Human Virology, Nigeria (IHVN) as Principal Recipient (PR) with funding from The Global Fund (GF), will be implementing the Grant Cycle 7 (GC7) grant, a combined TB & HIV effort pivotal to transforming TB & HIV programs. Under the leadership and coordination of the National AIDS and STDs Control Programme (NASCP), the National TB and Leprosy Control Programme (NTBLCP), and the National Agency for the Control of AIDS (NACA), this project will increase the identification of all forms of TB cases in the community and ensure prompt access to high-quality, patient-centred prevention and treatment through a Nationwide coverage of TB Public-Private Mix active TB case finding effort, and Community TB testing. The HIV component of the grant will focus community PMTCT in the 5 LTR’s implementation states: Adamawa, Borno, Gombe, Plateau and Yobe States.
To this end, LTR Nigeria will contract Five (5) lead community-based organizations (CBOs) that will work in the supported states to carry out community Active TB case finding, Management of DRTB patients, Provision of HIV Testing Services to pregnant women in the community, as well as support sample transportation for Early Infant Diagnosis of HIV. The duration of this engagement will be between January 2024 to December 2026 (3 years). The engaged CBOs will work closely with the LTR Nigeria Global Fund team at the state level to collaborate with key stakeholders in exploring innovative ways of ensuring that underserved populations have access to high-quality TB/HIV services within the state.
Selection Criteria for Community-Based Organizations:
- CBOs must be based in the state of implementation and have a strong community grassroots presence.
- Must be registered under the national laws and regulations of Nigeria, including registration with the Cooperate Affairs Commission (CAC), and have the legal standing and authority to engage in community activities.
- Must have been registered with the National Coordinating body of Non-Governmental Organizations (NGOs) and Community-Based Organizations (CBOs) located in states (TB NETWORK).
- Must have a good track record and/or experience working in TB/HIV-related community-based activities in the state.
- Must have a good track record and/or experience in achieving programmatic results for TB and HIV service provision.
- Possess sufficient management, operational, and human resources capacity to implement the proposed project in a timely and fast-paced manner.
- Must have a physical office in the state the CBO is applying for.
- Ability to document and report on project performance in routine and structured reporting system.
- Commitment to achieving donor-set targets in a timely manner and with fidelity.
- Ability to work with individuals in ways that are sensitive to Gender, Disability and Social Inclusion.
- Have an organized workforce.
- A minimum of 3 years of active experience, undertaking similar work in the state the CBO is applying for.

Duration: 3 years (January 2024 – December 2026)

- Registration certificate as evidence for legal credentials of the organization.
- Registration certificate with TB NETWORK, and evidence of yearly dues payment.
- Audited organizational financial statements for the last fiscal year. Without audited statements, other official documents signed by an authorized representative will be accepted.
